Nace en Barcelona en 1959. En 1982 obtiene el título de ingeniero de Caminos, Canales y Puertos por la ETSECCPB, de la Universitat Politècnica de Catalunya. Máster en Ingeniería Civil por la Northeastern University desde 1984, es ingeniero del Estado adscrito al Servicio de Costas de Girona del Ministerio de Obras Públicas y Transportes, donde ocupa el cargo de jefe de Servicio de Gestión del Dominio Público.
